What if? Metropolis - Concept Art

I have been having issues while trying to create the animated GIF layer by layer as it is not letting me overlay the layers and just playing them one by one. I will try to resolve this issue to get the animated GIF on my blog. I have completed my concept art though and I am happy with how it looks as it is very similar to how I imagined the city.
